Job title: Inclusive Workforce Development Coordinator (Contractual) Company: Baltimore County Public Schools Job description: DEFINITION: Coordinates the design and implementation of an inclusive workforce development program. DUTIES & RESPONSIBILITIES: Conducting a landscape analysis of current needs and readiness for implementation of a grow-you-own model for advancing students with diverse development into employment opportunities within Baltimore County Public Schools. Define qualitative and quantitative methodologies for sampling requisite pilot programs - both by school catchment and targeted employment sectors Develop Standard Operating Protocols - inclusive of scheduling and release time, student credit, requisite supervision and mentorship, required training, and targeted student profile, all in consideration of governing policy and regulations Utilizing ecological systems theories, define dimensional supports and considerations for both students and employers in consideration of successful implementation. This includes defining physical, social-emotional, and cognitive needs, adaptations, and supports of both student apprentice, mentor, and organization, and identification of wrap-around services and broader supports necessary and available to assist all parties. Create and deliver training, and utilizing principles of Design Thinking, engage in a continuous quality improvement cycle to iterate the implementation model. Develop all evaluation methodologies for measurement of success and efficacy, and present a report of findings and recommendations, including cost-modeling, for future enhancement and scale. Establish project plan and serve as project director, facilitating communication with all participants, engage in constituency building through meetings, presentations, and information sharing to facilitate stakeholder buy-in, and guide all associated parties, both direct and indirect reports, toward successful project implementation. Define implementation validity and monitor for reliability of implementation by all parties, such as job coaches, transition coordinators, and site-based mentors/supervisors. Conduct a normative analysis of implications for implementing grow-your-own model with regard to post-secondary benefits and requirements for students with disabilities, inclusive of meeting with DORS, DDA, and review of SSI qualifications. Serve as point of escalation and information for project related needs in order to provide timely and organized updates and points for decisions to BCPS leadership. Knowledge of the principles and practices of special education and transition. Knowledge of quantitative and qualitive research methods. Skill in writing reports and analyzing data. Knowledge of effective differentiated instruction, specialized instructional materials, appropriate supplementary aids and modifications. Skill in classroom behavior management. Skill in communicating with students, their parents, administrators, office leaders, and others. Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications. Knowledge of and skill in the use of technology and equipment to supplement instruction. Ability to establish and maintain effective working relationships. MINIMUM QUALIFICATIONS: Education and Training: Doctorate in Education/Special Education required. Knowledge, Skills, and Abilities: Extensive experience in inter-agency collaboration. Requires the use of personal computers, printers, and related office equipment. May involve occasional travel to offices and schools throughout Baltimore County.
