Responsibilities include securing and maintaining the City's electronic data and ensuring reliable and secure access to data and the City's network infrastructure via personal computers and mobile devices. Performs related duties as required.<br><br> <strong>Essential Functions</strong><br>Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to the following:<br><ul><li>Maintains and troubleshoots systems adopted by the City.</li><li>Coordinates hardware and software issues with internal and external support groups.</li><li>Documents and resolves issues related to system updates, implementation, installation, inefficiencies, and integrations.</li><li>Provides backup network and desktop support as needed, including on-call support.</li><li>Configures and maintains the City's network, including software, servers, and appliances such as routers, switches, virtual servers, security, anti-virus, and intrusion detection systems.</li><li>Configures, maintains, and troubleshoots the City's Audio-visual (AV) systems and conducts regular system checks and updates to ensure optimal performance.</li><li>Oversees the integration of AV systems with the existing network infrastructure and assists in the design and implementation of new AV projects and upgrades.</li><li>Collaborates with departments to support AV requirements for various events and meetings and provide technical support and training for AV equipment to ensure effective usage.</li><li>Oversees and monitors network and server performance.</li><li>Troubleshoots, designs, and tests computer and network hardware and configurations. </li><li>Plans, designs, specifies, documents, installs, repairs, and/or upgrades the hardware, software, and related infrastructure for technology-related projects.</li><li>Implements and manages disaster recovery and backup procedures, process improvements, automation, impact assessments, recovery planning, and annual testing exercises.</li><li>Evaluates and recommends new automated technologies and business process improvements.</li><li>Provides work direction and mentoring to technical staff as necessary.</li><li>Assumes supervisory duties to subordinate staff and consultants as assigned.</li><li>Configures and maintains the City's telephony system, including servers, appliances, phones, and other related devices and software.</li><li>Perform data analysis to support departmental decision-making, including identifying trends, generating dashboards, and preparing visualizations using tools such as Excel, Power BI, or SQL-based reporting platforms.</li><li>Configures, maintains, and develops relational databases, such as Microsoft SQL.</li><li>Utilizes SQL scripting and reporting software, such as Crystal Reports and SQL Server Reporting Services, to create ad hoc queries and reports, providing various divisions with access to information.</li><li>Performs administrative functions assigned by the Technology Manager, including composing business plans and informative or persuasive memorandums.</li><li>Participates in developing and managing budgets for assigned areas of responsibility.</li><li>Oversees and participates in project management for new system implementations and enhancements to existing systems and services.</li><li>Uses project management techniques and tools adopted by the department to effectively manage system implementations and upgrades.</li><li>Safely operates City vehicles and equipment.</li><li>Performs other duties of a similar nature and level as assigned.</li></ul><br> <strong>Minimum Qualifications</strong><br><strong>Education, Training, and Experience Guidelines:</strong><br><br><ul><li>Bachelor's Degree in Information Technology or a closely related field AND three (3) years of experience in Information Technology support or a similar role. Two years of supervisory experience is preferred. </li></ul><br><strong>License and Certification Requirements:</strong><br><ul><li>Must possess a valid California driver's license<ul><li>The City reasonably expects driving to be one (1) of the job functions for the position, and the City reasonably believes that using an alternative form of transportation would not be comparable in travel time or cost to the City.</li></ul></li></ul><br><strong>KNOWLEDGE OF: </strong><br><ul><li>City policies and procedures.</li><li>Procedures, principles, and practices for installing, configuring, upgrading, operating, and troubleshooting computer hardware, software, and peripherals, including printers.</li><li>Principles and techniques of data analytics, including data cleaning, transformation, visualization, and interpretation.</li><li>Diverse communication technologies and standards for network operations, including network operating systems, security, cabling, and inter-networking principles with local and wide area networks and related systems and hardware.</li><li>Data analysis tools.</li><li>Microsoft desktop and server operating systems, mobile operating systems, and related networking environments.</li><li>Server and desktop virtualization, Storage Area Networks, disaster recovery, and IT security. </li><li>Relational database management, SQL scripting, and database reporting, including principles of general business practices and processes with data systems and relational database systems.</li><li>Various business applications, including Microsoft Office 2007 and newer, Adobe products, and software required to accomplish the essential functions listed.</li><li>Web design, graphic arts, audio/visual equipment, and related software.</li><li>Principles and practices of effective employee supervision.</li><li>Principles and practices of project management.</li><li>Principles and practices of strategic planning.</li><li>Modern office methods, practices, procedures, and equipment, including software and database programs. </li><li>English usage, spelling, grammar, punctuation, and basic mathematical principles. </li></ul><br><strong>SKILL IN: </strong><br><ul><li>Using initiative, discretion, and judgment within established procedures, guidelines, and rules.</li><li>Defining problems, establishing facts, and drawing valid conclusions.</li><li>Analyzing complex datasets and translate findings into actionable insights for technical and non-technical audiences</li><li>Managing situations requiring diplomacy, fairness, firmness, and sound judgment.</li><li>Building effective teams and providing efficient customer service.</li><li>Communicating clearly and effectively, both verbally and in writing. </li><li>Installing, configuring, upgrading, and troubleshooting operating systems and software.</li><li>Installing, configuring, troubleshooting, and repairing computers systems, monitors, network infrastructure, and peripherals such as printers and related hardware.</li><li>Establish and maintain effective working relationships with those contacted in the course of work, including City and other government officials, community groups, and the general public. </li></ul><br> <strong>Physical Demands & Working Environment</strong><br>Work is performed in an office environment and in close proximity to other workers. The incumbent must be present at the office to perform their duties. The incumbent shall be exposed to those conditions normally encountered in a business office environment and may be exposed to excessive noise levels. Physical demands are light, primarily involving sitting, standing, and walking. The incumbent may be required to lift and carry items weighing up to 75 pounds. The incumbent must be able to see and hear in the normal range with or without correction, communicate verbally and in written form with great facility, and must be able to be understood. The incumbent must have the stamina to work long hours and attend night meetings after regular working hours.<br><strong>SALARY: </strong>Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate. <br><br><strong>VACATION: </strong>Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015. <br><br><strong>SICK LEAVE:</strong> 96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service. <br><br><strong>HOLIDAYS:</strong> 13 Holidays per year plus one floating holiday for eligible full-time employees.<br><br><strong>MEDICAL/DENTAL/VISION INSURANCE:</strong> Available for full-time employees and their eligible dependents, with a fringe subsidy. <br><br><strong>DEFERRED COMPENSATION 457 PLAN:</strong> Available to interested employees. <br><br><strong>LIFE INSURANCE: </strong>City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee. <br><br><strong>RETIREMENT:</strong> For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program.
